Newest firmware: Hotspot turns back on automatically

I just updated to the latest firmware and now the wifi hotspot won’t stay turned off which prevents using wifi to check for updates.

Installed version

VCore: V2OVL3.73.0.0 VBase: 20.86 (L32)

After resetting the network settings now it’s allowing the hotspot mode to stay turned off.
